When i was trying to install the EmEditor Professional x64, it said:

Installer Information

Database: C\Windows\Installer\inprogressinstallinfo.ipi.

Cannot open database file. System error - 2147287037.

First, make sure this problem was not caused by modifing the regedit. Especially for changing the default installation directory of C:\Program Files. If so, i have to say: if you can not correct the default values of regedit you modified 100%, then you can only choose to reinstall you Windows to solve this problem.
 
BTW, do clean the registry and junk files using ccleaner first. Then give a try! Because I had a similar problem and used this method to solved it easily.

Step 1: Check the Windows Installer Service.
  1. Click Start Orb, in the start search box, type Services and press Enter.

  4. If the service is not already running, under Service status, click Start, and then click OK. 
Step 2: Unregister and re-register the Windows Installer

Step 3: Clean any pending installations

HKEY_LOCAL_MACHINE \System\CurrentControlSet\Control\Session Manager\PendingFileRenameOperations
Step 4: Check the permissions
 
Verify the System has Full Control on the following keys:
HKEY_LOCAL_MACHINE \Software\Microsoft\Windows\CurrentVersion\Installer
Next, restart your computer and try again.
